Quick and more reliable refugee registration

The mobile solutions of the future do not just offer efficiency gains for companies and commercial activities. It is just as important that Consafe Logistics’ mobile solutions can improve the daily lives of thousands of people in flight, and emergency aid workers who face immense logistics challenges. By using handheld terminals the work will be more reliable, quicker and more cost-efficient. The goal is that the UN and other humanitarian organisation will also gradually replace pens and paper with Consafe Logistics’ solution. The solution consists of all of those registered receiving a plastic card with an unique bar code, which makes it possible to sort and use the information in a quick and easy way.

The solution was rolled out in late 2006, during celebration of the fifth anniversary of the establishment of Crown Prince Haakon and Crown Princess Mette-Marit’s Humanitarian Fund. The Crown Prince and Princess of Norway were present and tested the registration system.

The Norwegian Refugee Council works with the world’s worst refugee crises and ran, among others, the Kalma camp in Darfur, which houses around 100,000 refugees. An important part of the work of registering information about exiles is to get an overview of the need for emergency aid and protection in an often very chaotic situation with poor security.

Surveys used to be made by gathering the people in large groups and noting their information with pens and paper. In order to make the work more reliable, quicker and more cost-efficient, Consafe Logistics, in collaboration with the Refugee Council, developed a new, digital system using handheld terminals. The goal is that the UN and other humanitarian organisation will also gradually replace pens and paper with Consafe Logistics’ solution.

The solution consists of all of those registered receiving a plastic card with an unique bar code, which makes it possible to sort and use the information in a quick and easy way. Registration is important for being able to plan how many toilets are needed, how many wells must be dug, how much food must be freighted in and distributed. The needs are innumerable. The solution is a digital system from Consafe Logistics. Registration using a pen and paper, and then transferring it manually to a database, takes a long time. This is time that can be allocated to other important tasks that get aid out to those who need it. The system improves the way that aid is planned and delivered, as well as contributing to improved protection of refugees. The mobile solution communicates wirelessly with local servers, which in their turn communicate with a central server in Oslo by satellite. All data is encrypted, so that the information cannot be abused.

Functionality

The Solutions is a simple tool to perform registration activities in humanitarian operations. It is based on the use of handheld terminals with barcode scanners and registration cards with unique barcodes and numbers. The current version of the software has four main functionalities:

Registration

Registration is one of the functionalities of the PDA application.

It allows personnel to register household information:

  • Gender
  • Name
  • Age
  • Clan or tribe
  • Address at present location (camp, sector, street, line, house number, province/state)
  • Place of origin
  • Number of persons
  • Skills
  • Vulnerabilities (missing child, special protection needs, serious medical condition, malnourished etc)
  • Registration card number

Food distribution

When distributing food to a camp the application can be used to record the type of food and the date and time of when a household received food. When the data is synchronized with a local server it is possible to create reports of this data.

None food items (NFI) distribution

This functionality is similar to the food distribution functionality. It is intended to be used when distributing none food items to households in a camp or at other locations where there are refugees or people in need of aid.

Tracking

Households on the move between camps or on their way to resettle/return to an area may be tracked using the solutions. With the tracking functionality it is possible to track households between tracking stations in an effort to monitor movements and plan assistance a route or at the final destination. Deregistration this functionality will let the user deregister households that for one reason or other is scheduled for deregistration – i.e. to be removed from the active part of the database. This can be done at the time when a camp is about to be closed and an organized return or resettlement about to start. This can also be used when a household has decided to move to another location.
